Correspondence Policy: Clarify the Village Board’s policy for receiving and responding to communications from residents. Residents are questioning why correspondence is not being included in the board packet for the public.

Beach Accessibility Funding: Allocate up to $10,000 for accessibility improvements at the Village beach.

Joint Public Hearing:

The Village and the Town of North Elba held a joint public hearing regarding a proposed annexation request from Pine View Village Apartments, LLC. The applicant is seeking annexation into the Village, which would bring the property under Village zoning and services.

Executive Session:

The Board entered into executive session to discuss the proposed acquisition of real property. No formal action was taken.

Public Hearing:

The Board did not open the public hearing on proposed amendments to the Short-Term Rental (STR) Law — even though there were members of the public in attendance prepared to share their comments.

Bill 32 (Passed 4-0): Resolution to authorize the Village Manager to contract with Suozzo, Doty, and Associates (SDA) and approve funding source for Professional Services for the Water System Treatment Project

Bill 33 (Passed 4-0): Resolution to authorize the Village Manager to sign a contract with Fiscal Advisors and approve funding

Bill 34 (Passed 4-0): Resolution to approve Park Use Application and allow sale of alcohol for the Adirondack Rail Trail Community Day Event

Bill 35 (Passed 4-0): Resolution to authorize the Village Manager to execute agreement with Harrietstown Housing Authority for Supplemental Police Services

Board Discussions

Budget Work Session: Link to 2026 Tentative Budget.

  • The Village Manager provided an overview of the proposed budget.

  • The Village continues to stay within the New York State tax cap, however, rapidly increasing expenditures require an unsustainable reliance on unrestricted funds to balance the budget. 

  • Trustee Brunette stated concern about expenses exceeding revenues, and emphasized the difficulty of supporting a budget that draws so heavily on the Village’s unrestricted "rainy day" funds to cover a growing deficit.
